Can a mother deny a biological father any rights if he is not unfit and willing to be involved in the child's life?

Not for long.
Three different scenarios:
1. You signed an acknowledgement of paternity with respect to the child. If that happened, you have the same rights she does and you can go get the child. You have rights, but it's a volitile situation.
2. You signe the child's birth certificate. If you did that, you have the same rights she does. Again, a volitile situation.
3. Neither of the above apply. In that case, you would file a determination of paternity suit and have yourself adjudicated as the father of the child. If you are, then the court will order her to share rights with you.
