Legal Question in Family Law in Texas

Is it possible for a mother and father to both sign over rights of their child to another individual of no relation? Would it just be an adoption? is there a way to do so without an attorney? (child is not yet 2)

(parents do not want custody/dont want their child, they want to sign child over to a friend who is willing to care for the child)

This cannot be done. What needs to happen is that the biological parents would relinquish their rights and the new parent(s) would adopt the child. If everyone is in agreement and there are no problems, then that should not be too difficult.
