Legal Question in Family Law in Texas

My mother has been the guardian for 3 of her brother's grandkids for 7yrs now; since child protective services took them away from their mother. Now their ages are 8,6, and 5 and all they see her as is their mother. So my question is this , how can we do about adopting them since their birthmother and the rest of them(including their grandfather) have no intention of getting them back. Do u think it will be difficult. Please let me know my mother and them are so attached to each other it would break our hearts if they were to be taken later on from us, we want everything done legally.
