can the mother hold the father in contempt of court if he does not allow her to have a weekend during his 30 day summer possession?

Yes. If she has complied with the provisions in the order regarding notice (such a visitation order usually requires Mom to notify Dad in writing of which weekend she wants). Mom should have kept a copy of the notice letter she mailed.
