can a mother be made to change the birth certificate of unknown father if she is not married and the child has her last name

If the father is unknown, there is no name to change to. If the father becomes known and is found by the court to be the child's father through a paternity suit, then the court WILL issue an order changing the child's name. Even then, the birth certificate won't be changed until someone obtains a certified copy of the court order and pays a fee to teh Department of Vital Statistics in Austin.
