Legal Question in Family Law in Texas

My mother has had temporary custody of my brothers child for nearly 2 years, her name is Keylee. They have never been to court over this matter, but The child's mother who does get rights to her every other weekend Saturday morning from 8am to Sunday at 6pm. Well we just found out that Katie revoked my mothers gaurdianship, and my mother has not been served papers. And Katie called my mother around 4:30 today when shes suppose to be back at 6 that she wasn't going to bring her back. My mother has offered her more days to have Keylee, like a day every week and friday on the weekend she is suppose to have her but refused to come get keylee. Katie the mother has not finacially supported her, (fed,clothed, etc). My mom doesn't mind Katie stepping up and being a mother, my question is that can my mom still get rights to see Keylee, and what are my mom's chances of getting custody and Katie only receiving visitations.

Your mother has standing to file for conservatorship. She will need an attorney to be successful, though, because the law favors parents.
