How to move a case to a different district judge

My sister's ex-husband is very good friends with the judge that heard their child custody case. Of course, my sister's ex got custody of their child. Now, her ex is threatening to take her back to court to pay for their child's medical bills that he never submitted to my sister. If he takes her back to court, the same judge that knows my sister's will hear the case. What can my sister do to have the case heard by a different district judge in a different county in the state of Texas?
