can i move out at 17 in the state of texas? with or with out parrents permission?

Sortof.

When you turn 17, you are no longer a 'runaway' under Juvenile Law.

If you advise your parents of your new address, the police will not take a Missing Persons report.

On the other hand you are not an adult, and are not legally able to sign contracts or leases.

Moreover, if your parents are divorced, or if a court has jurisdiction over your person for any reason, then that judge can issue binding orders on you as to conduct, school, and residence.
