My nice has a medical condition my sister left with out telling us what was wrong ... she was raised around all of her aunts and uncles I looked for her and my sister does not allow her to call or see us help please its very devastating to know she is sick her dad recently found out she is loosing her hair due to stress she is know 12 yrs old is their anything I can do am her Aunt also she wont allow dad to see her either I had called CPS one year ago but nothing was found and after that she moved she did remarried and am scare that the man she married is legal sexual predator

The father needs to look for a family law attorney to represent him. It appears that he might live in Houston - there are many fine attorneys in the Houston area. Look on this website and on www.avvo.com for help.
There is a sexual predator list on-line so look up his name. You can also check sexual predators via zip code. If his name appears on it, tell your brother to mention that to the attorney - it's grounds to change custody.
Dad should also be able to talk to the child's doctors. If he insures the child, he should receive an explanation of benefits on any insurance claims. He can call the doctor. His decree might say that he can talk to all her doctors. But some doctors require HIPPA release from the mother -- again - he'll need to go to court to have her ordered to sign this paperwork.
