if the non custodial parent has a court ordered visitation and has not picked up the child in 2 yrs can the non custodial parent still pick up the child now?

Technically, yes. If he shows up, you might want to have the child in the back bedroom, and invite him to come in and visit with you before he takes the child - ask him for contact information, such as his home address, employment, and cel phone number.

I'd never advise someone to disobey a court order, but if you DIDN'T permit the visitation after Dad had been absent for two years, the court probably would NOT put you in jail.
