can non-citizen divorce his wife in United States

If a man is a legal resident of the United States but not an American citizen can he file for divorce in the United States even if wife resides in Mexico or other foreign country. If so what is required in order for divorce to be valid.

Yes he can. He does not need to be a citizen. A valid non-immigrant or LPR can file for divorce. There are additional expenses to assure service of citation on the wife. If there are children involved, there are additional issues to insure support and conservatorship.
