non-compliance of child visitation

my brother has joint custody of his daughter, however has not been allowed to see her in 3 months. He has no knowlege where she is. We went to court this month and the mother did not show so they issued a warrent for her arrest. They do not seem to even be looking for her. What are his rights/what should he do?

And you are probably right, there is not going to be much effort put out to find her -- as on the list of dangerous fugitives, she is not at the top. HOWEVER, he needs to start trying to find her, himself or through an investigator, and once he does, he can provide an address or town, and it will result in her being arrested. Good luck.
