Can a non-custodial parent or that parents spouse legally obtain non-emergent care for a minor child without the consent of the custodial parent?

It depends on the orders that are in place. The right to consent to medical care is often granted as an "independent" right, meaning either parent can take the child to the doctor. If one parent has the "exclusive" right, then only that parent can take the child. If the right is given subject to the consent of the other parent, then both parents have to agree to take the child to the doctor.
So you need to read the orders and see how that right is granted.
