Legal Question in Family Law in Texas
I have a notarized letter from a friend giving my husband and I custody, gaurdianship, and rights to his 16 yr old son. The boy's father wants nothing more to do with him, and I don't know where to go from here. I willing accepted Custody of the child but I don't know the who, what, when, where, and how's of finalizing this paperwork so that I can put him on our insurance and other Military benifits. I need this done ASAP because he's not currently at school; it is too far to commute and I can't change his schools over becasue they do not accept the notarized letter either.

You must have a judge sign legal paperwork. If the parents sign the paperwork it is quick.
I suggest that you hire an attorney to help you. There is no waiting period if everyone agrees.
There is a filing fee. If you qualify perhaps you can use a pro bono service (free) in your county.
You can go to the State Bar of Texas to find a pro bono service.
If you don't qualify, I'd use this website to find a reasonably priced attorney. Or, try www.avvo.com - both allow people to post free questions, so read attorney answers and then pick someone that you like.
I'm not taking cases since my mom just died. If you live in the Houston area or a county nearby, call Patricia Bushman at 713-807-9405. Tell her that FRAN sent you - since I rent space in her office. Her prices are reasonable & she knows what she is doing. (Plus, she took in unwanted teenagers into her home too!)
Good luck! Bless you for taking in a teenager.
