Legal Question in Family Law in Texas

How to obtain a birtcertificate for a baby that was delivered before the paramedics could get to her, baby born at home the placenta delivered at the hospital where the umbilical cord was cut as well. How do we get a birth record the hospital will not give us one ? The baby is 2 years old now and does not have one or a ss#.
