If your question is, in a will can a person designate specific property to one person then the answer is yes. Children in TX can be dis-inherited. People can also leave a disproportionate share of their estate as they choose. Merely being a bio child does not mean that you will inherit anything in the State of Texas.
I hope that answers your question. I recommend that you meet in person with an estate planning attorney to discuss the specifics of your case.
If one child "controls" the parent or the parent is not mentally competent, that is totally different. A competent adult can pretty much do anything they choose with their property and belongings.
