If a parent goes through the legal process in waiving their parental rights, does that parent's relatives still have rights?

(i.e. aunts, uncles & grandparents)

No, not unless there is an order in place somewhere that gives some rights or access to the aunts or uncles.

Why not just give the "surviving parent" a phone call and tell him that you'd love to spend some time with little Raymond?
