Legal Question in Family Law in Texas

If I am the only parent listed on my daughter's birth certificate, I get no assistance from the other parent, and have not heard from him in a year, am I able to change my daughter's last name without his consent? He has not established paternity.

Yes. You have to notify him (get him served) when you file your petition for name change.
