Legal Question in Family Law in Texas

If a parent requests the other parent to "reliquish their parental rights", can the parent whom reliquishins his or her rights request an amount of money from the other parent. Therefore if he or she agrees to relinguish their rights the other parent will have to provide a financial amount to the other parent in the agreement.
