Parent taking a child out of state

I have a friend who is married with 3 kids under the age of 3. His wife has left him before with the kids but stayed within the state. He is afraid she will take them out of state. If she does what actions can he take to make sure he is able to see his kids? Can she refuse to return home and refuse to let him see his children?

Your friend needs to retain the services of an attorney immediately.

He needs to file for divorce with temporary orders to get the right to see his kids.
