Legal Question in Family Law in Texas

The parent who was told to pay child support has not paid a penny, can I withhold their visitation rights until they start doing what the judge demanded them to do without getting into legal trouble?

Based on what you have written, the child support payments are separate from the visitation. Generally, if one party prevents visitation, then that party will be in violation of the court's order. Additionally, the party who is failing to pay child support will be in violation of the court's order. You may want to consider filing a motion to enforce. NO! Support and Visitation are two separate issues. Neither of you can withhold one to make the other comply with the Court order. If you withhold visitation you could end up going to jail for contempt of court, just like he can go to jail for not paying his child support.
