Legal Question in Family Law in Texas

parental kidnapping

My daughter is five and her dead beat father that recently got out of jail for shooting a gun at my sister. I have gave him a chance to see her and this was his 3rd weekend to have her and he is suppose to have her back by sunday night. Except now he gave me a call and said he is keeping her and not bringing her back. Ive been calling and texting him, his mom, sister aunt uncle everyone that lives with him and they all wont answer either so i drove about 70miles to where they live and the aunt denied that they even live there and doesnt know where they are. I talk to the neighbor next door and showed a picture of my daughter and the car her father drives and he said they were there a couple hours of go and he has seen them alot of times. And he saw the father yelling and making my daughter cry. Its been over a week and still no response to any of my attempts to get in contact with anyone of the family. What should i do the cops say they cant help. But as i was reading the pkpa it said the law enforcement is bound by law to bring my daughter back and that the family is commiting a class d felony. So what is the fastest way to get my baby home safe?
