Parental rights and adoption

I have a 16 year old son who's never seen his real father,we we're never married but i am married to a man of 14 years who has been my son's father since he met when my child was 3 months old.he's never paid child support until dec of 07 and my son has my maiden name.How do i go about getting him to terminate his parental rights and my husband which is the only dad he knows wants to adopt him.I live in Texas and his dad lives in arkansas or tenneesse

You will have difficulty doing this on your own. It is complex even for a family law attorney. You will need to file either a waiver of interest or a termination of parental rights, and then a step-parent adoption.
