parental rights in declaring deceased child

Ok so my friend was commiting suicide while he was on the phone with his girlfriend and no one knows whether he really did or not. His parents before had declared his younger brother as deceased when he tried to commit suicide himself so i was wondering what the rights of the parents are and if they really could send either one of them to a hspital for the mentally ill and have them declared dead.

What?

Declared deceased?

That's what a coroner does, not a parent. Anyone think to call 911?
