Can the father of a child sign his rights away if the mother of the child does not want to let him?

The State of Texas has this pesky idea that a child is entitled to the support of two parents, so unless you can find someone else to take on your responsibilities to your child, it doesn't matter what the mother says, the Court won't let you "sign away you rights".
