parental rights

I live in Texas. My ex-husband wants to not have to pay child support. He wants to give up his rights so he does not have to pay can he do this?

What state has juridiction over this child? That might be the court that control. I can't determine what state has jurisdiction without more information.

He might want to give up his rights but many courts won't grant that request unless there is a new guy willing to be "daddy".
