Parental Rights/Child Support

I have a child with a woman that I have not been able to get in contact with for years therefor have not even seen the child since he was born. I have just learned that she has changed the childs last name without my knowledge and/or approval. I am still paying child support but have been thinking about signing over my parental rights. Being she has changed the last name of the child without my approval, are there any legal stipulations that may be to my benefit? The case is in San Antonio, Texas, Bexar County
