In Texas, can a father relinquish his rights to get of supporting his child without the mother's consent?

There are some typos in the question, that make this a little difficult to understand.
If you are asking if a father can terminate his parental rights, without the consent of the mother, the strict answer is that it is within the realm of possibility, however it is highly unlikely. A court expects both parents to support the child, and rarely lets one off the hook, unless another (step) parent is willing to take on the responsibility.

It appears that you live in Harris County. The judges in Harris County rarely allow a parent to terminate their parental rights.
