parential termination

I am the grandmother and managing conservator of my grand dtr. Her mother hasn't had contact with her ( on her on device ) not even birthday cards, in 3 years. How do I go about terminating her parential rights, what is the process, and about how much is the average cost. We live in Texas.

Unless the mother agrees, termination is an expensive process, and only likely to be done if you adopt the child yourself. No matter what you want, that may or may not happen. You didn't mention the father of the child. He has rights, too.

If you really want to do something to keep the mother away, you could consider going back to Court and modifying the mother's rights and possession and access. If you're not already, you could ask to be appointed as sole managing conservator of the child and you could ask the any visitation with the child be only as agreed and that it be supervised.

You give no indication of where you are, but you should really find a good, local family law attorney and sit down and discuss this with him or her.
