Your question is not an easy one to answer.

Since I don't have any details, I can only give you a "global" answer. Depending on the facts of your case, my answer might vary to what I'm typing below.

If your parental rights were terminated by a Court and your parents were given all parental rights of the child, then they are now his parents and you are not.

There might be a limited number of reasons to re-open the case - you would need to meet with an attorney to discuss all the facts in your case.
