Legal Question in Family Law in Texas

parents right

I have a 5 yr old child that lives in Paris, France. I am seperated from my ex. my child was born here in the USA the mother abducted my child to France when my child was 1 yrs of age and i reside in the USA. what are my rights as a father that my daughter can spend time with me in the USA, because the mother wont let here come to the US. Is there a law that she will be in contemt if she dosnt let me have access to my daughter
