past due child support

I have 3 children ages 20, 18, & 13. When divorce was granted, ex was to pay $500 per month, he never did, we went back to court 5 years later, he paid $10,000 and I asked court to lower his child support to $300 per month, they did and he has not paid any since and it has been 5 years. He refuses to pay, wont give me address or phone where he lives in Galveston, his mother contacts him for the kids when they want to speak to him, how can I get child support from him if I dont know where he is and can Judge reinstate origianal court order of $500 per month since he failed to do as he agreed on for lower child support?
