Paternal Rights/Responsibility

If a woman has a child, does not notify the alleged father, does not put his name on the birth certificate and there is no certificate of peternity, can she file for child support? And does the alleged father need to file a petition to terminate parental rights? Who's reponsibility is to prove paternity?
