Paternity
If child lives with bilogical mother can a paternity test be requested on an minor without the mothers consent, and what rights does the mother have?

I'm not sure what you are asking so I will attempt to answer in a generic way.
A DNA test is done with saliva. (No blood in involved.) It is very easy test. Tests are widely available over the internet. The costs for the non-court results are much less than the tests done that are admissable in court.
Ideally the saliva of both parents and the child are needed. However, I've had clients that only used the father and the child.
Therefore, this test could be done without the mother (any possibly the child) knowing.
FYI: The test will NEVER come back 100%!!!!!!However, if it comes back in the high 90's, the courts will find the man to be the father of the child.
