Legal Question in Family Law in Texas

Paternity and Visitation

Can my child's father open up a case with the attorney general regarding paternity if there is all ready a case established between us? he received a default judgement when I took him to court in 1999 and now questions if he is the father because I have asked him to relinquish his rights. He is not been a regular part of her life since she was born
