Legal Question in Family Law in Texas

I pay child support to my ex-husband and I pay for medical insurance. He is to reimburse me for 50% of uninsured medical expenses. I have presented him with an invoice copy almost 60 days ago. He has not paid me and will not respond to my request for payment.

What recourse do I have in Texas?

You can go to the judge and ask the judge to order him to pay you. You will probably need an attorney to help you file the paperwork since he is in contempt of court. The paperwork must be done specifically in order for him to be held in contempt of court but you might get some (or all) of your attorney's fees paid if the judge orders it.
