Legal Question in Family Law in Texas

PCP-Exwife stole husbands son

My husbands exwife came up here in august oflast year and stole his son. My hubby is the PCP and has been for over 10 years. It was not even her legal visitation period and has kept him from seeing his son for well over 6 months. We couldn't afford an attorney on our own but make to much for legal aide. When hubby tried to get his son back(the son was 13 at the time this happened)the cops did nothing not a darn thing and the cop whom we have the name of, told her to take him, along with the help of my hubby's sister and her hubby. We have a court date in Harris County in the 247th court. Being court ordered he is the pcp, how can she get away with 'stealing' my hubby's son. No,it was not her visitation. Hubby went down to the police dept with divorce decree in hand(the original and only decree)and they told him there was nothing they could do. What is our options and how do you see this?
