Call the State Bar of Texas @ 800-932-1900. They can give you a number for the State Commission on Judicial Ethics.
Re: People verses Judges
I don't know if you are wrong, but you did not give enough information.
Judges can't typically file lawsuits by themselves. There must have been some kind of legal action already instituted, perhaps by another party or the Attorney General. Once a lawsuit IS filed, however, judges can do things on their own motion. It sounds as if that was done here. Also typically, the Attorney General does not bring legal action in support cases unless asked by a parent or if there are public funds involved.
Once a judge gets a case, then the judge has wide discretion to order paternity tests if the judge thinks that is in the best interest of the child. It is not unusual for a judge to want to establish paternity early in the child's life so that the child has someone legally responsible for him or her, even if it does not seem necessary at the time.
If you can provide more details, then someone might be able to more fully answer your question.
