Legal Question in Family Law in Texas

I became permanent managing conservator of my nephew about a year ago after he was taking away from his mother. My nephew has been living with my sister since we finalized with the courts. Now, I want to give my sister custody of him. How do I go about doing this? This child has special needs and help is limited because she doesn't have custody of him. How can we legally and swiftly resolve this issue? Thank you.

It appears that this child's life has been very chaotic. Judges won't like this. Judges like children to have a stable home life.
