Legal Question in Family Law in Texas

I have Permanent Managing Conservatorship of 3 small children, that where placed in our care by CPS, over 5 yrs ago. my husband and I want to adopt them all, but can't find birth mother to sign paperwork. Haven't seen or heard from her in almost 4 yrs. Last we heard she was arrested and sentenced to 7 yrs pen time. I have contacted EVERY county and state jail and penetentary, I have exhausted all the resources I know of. What can I do to find her, to terminate her rights, I have looked everywhere, don't know where to go from here. Finances are extremely limited, but want to give these children a "forever" family and last name, they don't understand that they are not our biological babies and can't understand why they have a different last name. Please help me make all our dreams come true.

File your petition, name Mom as a party, allege that you don't know where she is, and serve her by publication.
