If a person is adopted, does the adopted child have any rights to heirship from his blood mother and father?

Generally, yes. The adopter-out child has the right to inherit if the blood relative (father) dies without a will. However, the father can make a will that says, "I leave everything to my friend Jeff" and it cuts off everybody else (children included).
You'll want to take a good look at the adoption order - sometimes it has language that affects the child's right to inherit.
