My ex roommate moved out about two weeks ago she is still on the lease and still has keys to the apt. She had agreed to come drop off my stuff and she was going to pick up the rest of her stuff but she never showed. I called the police and filed a report. I called her new gf because i knew she would be with her. I only asked for my things to be returned and i also mentioned i had called the cops. She left me a voicemail threatening to sue in behalf of my ex roommate if i don't continue to pay the bills. The apt is under both of our names utilities are under her name. My question is: is it possible for her to sue in behalf of somebody else and is there anything i can do about the threatening voicemail she left?

Don't see how she can sue on behalf of someone else. You can call the cops again and see if they will let you file a report in case this escalates.
