if im the petitioner in an uncontested divorce how soon before court date for divorce decree to i have to give respondant a copy of the divorce decree

Zero.
However, you should give it to your spouse as soon as possible so you can try to reach agreement on the terms of the decree. If you show up without an agreement on the day of the final hearing, you will have to argue your case to the judge and the judge will decide what goes into the decree.
