Legal Question in Family Law in Texas

I have had physical possession of a child since she was 7 months old, she is now 3 years old. I only had power of attorney of the baby, which gave me authority to care for her since her mother is mentally unstable and has a not so good history. She has now come and removed the child from my care. Do I have the option to file for custody. I have tons of proof that I have cared for her since she was 7 months old.
