Legal Question in Family Law in Texas

POA over kids

My ex and I have joint custody, but he's in the Army and court allowed him to relocate to Texas. He wants to leave our young son in Texas and travel to WA State to see his daughter. He wants to leave our son with his girlfriend. Can he legally do it if we have joint custody?
