Legal Question in Family Law in Texas

I am a police officer. A little over two years ago, I was living with a roomate who had three children (17, 14 and 9). None of the children lived in our house however, they would come to visit about 2-3 times a month. One weekend, the 17yo and the 14yo came to the house, while both of us were away (me at work, the mother out with friends) and had a group of friends with them. They got into our house and were having a party. The 17yo got into my room and took out a shotgun that was hidden behind my dresser (he searched my room for something because he would not have known to look for it there) He walked into our livingroom, racked a round into the chamber said "look at my toy" nad pulled the trigger. The shotgun fired and a slug hit his 14yo sister in the head, she was pronounced dead after being airlifted. I was not filed on and the 17yo was no billed on manslaughter charges. CPS stepped in and found ME guilty of Neglectful Supervision, It has gone on my record and has recently kept me from being able to go through with a second parent adoption. How could I have been blamed? The CPS worker that did the investigation called me once. She told me I needed to drive 70 miles to her office to add to my statement (she obtained from the police department case file) I told her I had nothing to add. She then advised me of her finding (ME being neglectful of supervision) What can I do?
