Legal Question in Family Law in Texas

What can be done if there is a political bias in a custody case? The case has been going on for over 2 years now and the mother has never been arrested, has a stable job, and has never done drugs. The fathers step dad is the Mayor and has been a Federal Judge for over 40 years. Every time they go to court weird things happen, like, the judge asked for both parents to be drug tested and the mother immediately went and got tested. 3 months later for the next court date the father got his test done that morning and it was "accidently" a alcohol urinalysis and also showed up with a completely shaved head. The judge asked for the attorneys to approach and the Mayor also went up with them. The judge then looks at the father and says, "if your doing those types of things you need to stop." This is one of many examples. No one will help out with the case because of the Mayor and it took forever just to find an attorney that would take the case. What can we do?
