In the event of a seperation, why would my husband that left me decide suddenly after a month of threats decide to give me power of attorney, and exactly what does a power of attorney consist of.

A Power of Attorney gives you authority over certain aspects of you X's life and transactions. Why would he do that? Escapes me. You've known him longer than I have and probably better able to answer that question.
