Legal Question in Family Law in Texas

Power of Attorney

My Grandfather has gooten remarried and is now very ill. She does not want power of attorney and has given that to her daughter, which has no blood relation to my grandfather. I feel that if she does not want it , that my father which is his only child should have it. Is there leaga action that I need to take or can she give that to her daughter and there is nothing that we can do?
