Power of Attorney and Release/ Guardianship

If a grandmother has all legal guardianship right of a minor(grandaughter) can she tranfer it to another adult. If so how?

In order for someone to have legal custody, a judge must sign the paperwork.

Any notarized documents or documents prepared between individuals, are not legally binding on any court.
